vgsp: m173 withheld-release delivery at entry consume (r186 entry=82/pay=84 strand: svc_opdef_release withheld the st[2] counter release while an operand was pending; the entry was consumed via the entry_want shortcut before the 10s flush could run, and the session flush then cleared the slot WITHOUT applying - evtest3 cudaStreamSynchronize(st[2]) hung; svc_replay_note now delivers any withheld set forward-only via svc_opdef_finish_ch on every consume path; drop_gone/reset_all count undelivered losses as opdef_drop_lost + LOSS log; opdef_delivered_late counter)
