vgsp-sema r640: raise the wait-gate episode extension cap 25 s -> 45 s - the r639 streams2 transcript has the readback's acquire giving up at waited_ms=28378 while the launch whose release it waits for only forwarded ~9 s later (watermark defer + arg-partial defer + backend poll chained past the 25 s bound), so the readback ran out of order and the client read zeros (bad=65534); 45 s keeps >15 s of headroom under the clients' >= 60 s timeouts and only engages while a GR forward is unoffered (green boots never reach it)
