r430 wedge dispatch-window sampling: skedrec samples every poll iteration (the release lands ~7ms after the doorbell; the old 8-iteration gate saw at most one sample), full 64-word QMD64 dump per launch (hardware-only w50/w51/w52/w53 included) for the healthy-vs-wedged diff
